OSTI provides several ways for sites and DOE contractors to
submit scientific and technical information (STI) to E-Link for processing and
output in OSTI's databases. DOE Forms 241.1 and 241.3 allow web form input to
E-Link, while the Tagged Acquisition Protocols (TAP) offer automated submission.
Site-to-OSTI TAPping was referred to as "batch upload" or the XML
DTD method until August of 2008. This method allows sites to upload
metadata in a batch XML file at any time. The uploaded XML file is
formatted according to the requirements of OSTI's XML. The process is customized for the submitting site. Full text
documents can also be uploaded.
The OSTI-to-Site TAPping was formerly called "harvesting."
This method allows OSTI to automatically run a query against site servers on a
weekly basis and pick up the XML output files of metadata that are generated on
the fly from the sites' databases. Sites that utilize OSTI-to-Site TAP for
their unclassified, unlimited submission must also use one of the other
submission channels in order to provide "limited access" STI.
